This Preceda Variable handles mid-year tax table updates and shows which Application User Name updated the Tax Tables and when they were updated.

61 - 70	User ID of the user who applied the Tax Table change	ID of the user who clicked the button

81 - 90	Time the Tax Table changes were applied	Current time (now)
